Context
Glass cloth is the woven fibreglass inside every laminate core and every sheet of prepreg. At Thai Laminate Manufacturer, for example, glass fabric is treated with a varnish of mainly epoxy resin to make prepreg; sheets of prepreg are then stacked with copper foil on the top and bottom and pressed into laminate.[4]
The 2026 supply of glass cloth worldwide is covered in the material shortage article. Kingboard Laminates reported in August 2026 that existing capacity had largely shifted to AI-related products, causing severe shortages of traditional electronic fibreglass yarn and fabric, and that the shortage of fibreglass fabric had intensified further since the start of the second half of 2026.[33] Supply-chain sources cited by Commercial Times in October described general electronic-grade cloth being crowded out as makers turned existing capacity to high-end products, while demand for it remained.[32]
This article covers the Thai side: what a Thai board maker's filings say about glass cloth and laminate, and the laminate, prepreg and glass-cloth capacity in Thailand that is running or dated to 2029. The plants also appear in the register of Thai materials plants, their incentives in the BOI article, and each dated step in the Thailand PCB tracker.

Projects building without a stated start date
Taiwan Union Technology's Thai project is approved by the BOI at US$189.2 million (6.3 billion baht) in Chonburi, for copper-clad laminate and prepreg designed for AI servers and data centres.[16] Its filings on Taiwan's Market Observation Post System (MOPS) set out the steps. On 11 March 2026 the board approved an expansion budget of about 6.1 billion baht for the Thai subsidiary, for buildings and equipment, to be invested from the second quarter of 2026.[20] On 29 July 2026 it approved a further capacity-expansion budget of about 7.79 billion baht, for land, buildings and equipment, from the third quarter,[21] and the same day the Thai subsidiary's board approved a capital increase of 2 billion baht to add machinery and capacity at its second plant.[28] The Thai subsidiary then disclosed plant building works of 1.475 billion baht on its own land on 25 August 2026,[19] and mechanical and electrical works of 1.029 billion baht on 1 October 2026.[29] The filings give no production date.
Shengyi Technology's Thai plant in the TFD Industrial Estate Phase II, Chachoengsao, an investment of RMB 1.4 billion, was topped out on 16 January 2026. The plan is 12 million square metres of high-performance laminate and 23.4 million metres of prepreg a year, for automotive electronics, AI server and high-performance computing boards, and package substrates.[22] Nanya New Material Technology held the groundbreaking ceremony for its Thai production base in Prachin Buri on 22 October 2026.[23]
Fulltech's glass-cloth plant in Chachoengsao
Fulltech Fiber Glass, a Taiwanese maker of glass yarn and glass cloth listed under the code 1815, is building the only glass-cloth plant in the MPBxChange register of Thai materials plants.[5] Its steps so far:
- 25 February 2026: the board approved capital spending of about 3.1 billion baht by the Thai subsidiary, Fulltech Fiber Glass (Thailand) Co., Ltd., for its plant construction plan.[15]
- 5 July 2026: groundbreaking for phase one at the Apex Green industrial park in Chachoengsao.[5]
- 8 July 2026: the BOI listed the project at US$99.4 million (3.3 billion baht), to produce specialised glass fibre fabric, a raw material for PCB manufacturing.[16]
- 30 September 2026: the Thai subsidiary disclosed plant facility works of 759.7 million baht, awarded to China State Construction Engineering (Thailand).[17]
- Third quarter of 2027: mass production planned.[5]
The plant is to make high-end glass cloth with advanced processes, for AI servers, low-earth-orbit satellites and IC substrates. The company says its capacity is fully booked by customers, and that the plant will serve customers in Southeast Asia from nearby, making the supply chain more efficient and resilient. It also reported that it had developed quartz cloth for M9-grade materials and would take it through certification for customers' China plus one needs.[5]
MPBxChange reads the plant as the first in its register to weave glass cloth in Thailand; until it runs, the register lists no Thai plant that weaves the cloth for Thai-made laminate. With its capacity booked before it starts, its output is committed to the customers that booked it. It sits in the same province as Shengyi's laminate plant.[5][22]
What a Thai board maker's filings describe
KCE Electronics makes printed circuit boards in the Lat Krabang Industrial Estate in Bangkok and the Hi-Tech Industrial Estate in Ayutthaya, and its laminate subsidiary TLM is also in Lat Krabang.[4] Its management discussion and analysis, filed each quarter with the Stock Exchange of Thailand, describes the glass-cloth supply in three steps through 2026.
- 12 May 2026: raw material prices had increased significantly entering the first quarter of 2026, with supply constraints affecting the global electronics industry; key suppliers continued to support the company's operations at higher prices, due to strong demand and tighter supply.[3]
- 11 August 2026: the laminate industry had faced significant supply constraints in the first half, driven primarily by shortages of fiberglass, and laminate suppliers raised prices from the first quarter through the second. Strong global demand for AI-related electronic products led many fiberglass makers to prioritise capacity for AI applications, so that the supply available for conventional PCB materials became increasingly constrained. Laminate and prepreg from outside suppliers cost about 15% to 30% more than in the first quarter, and some suppliers had moved part of their deliveries from sea freight to air freight.[2]
- 5 November 2026: the shortage of laminate and prepreg was largely attributable to the constrained supply of specialised fiberglass, as suppliers continued to prioritise capacity for AI server applications. This shift in allocation further restricted the materials available for conventional PCB production, and the imbalance between fiberglass demand and supply remained a critical concern heading into the fourth quarter. TLM, affected by higher costs of copper foil and fiberglass, adjusted its selling prices.[1]
The filing of 11 August also notes why a laminate cannot simply be swapped: laminate and prepreg are approved by customers under their approved vendor lists, so alternatives are limited and require customer qualification.[2]
The filings list the average price of the fiberglass the group buys. It was US$0.52, US$0.47 and US$0.49 a metre in 2023, 2024 and 2025.[24] By quarter it rose from US$0.47 in the first quarter of 2025 and US$0.52 in the fourth to US$0.62, US$0.74 and US$0.95 in the first three quarters of 2026. The third-quarter figure is 27.84% above the second quarter and 87.64% above the third quarter of 2025, as the filing computes it.[3][2][1] The average price of copper foil bought by TLM rose from US$12.63 a kilogram in the third quarter of 2025 to US$17.54 in the third quarter of 2026.[1] The table gives one average for all fiberglass, with no breakdown by glass style.
MPBxChange reads KCE's sequence as the industry account seen from a Thai plant: glass capacity went to AI grades first, and the squeeze on conventional grades followed. The average price per metre in the group's table roughly doubled in six quarters (MPBxChange calculation: 0.95 / 0.47 = 2.02).
October revenue of laminate makers with Thai plants
| Company (stock code) | Thai plant | October 2026 revenue, NT$ million | Change on September 2026 | Change on October 2025 | January to October, change on a year earlier | Reason given on MOPS | Source |
|---|---|---|---|---|---|---|---|
| Taiwan Union Technology (6274) | Chon Buri | 6,478.4 | +5.76% | +126.99% | +102.67% | Product mix optimisation | [25] |
| ITEQ (6213) | Province not stated | 6,035.9 | +3.63% | +119.53% | +57.16% | Price increases and growth in AI-related demand | [26] |
| Ventec International Group (6672) | Phra Nakhon Si Ayutthaya | 1,172.7 | +14.86% | +224.35% | +85.37% | Product mix optimisation and price increases | [27] |
Revenue on MOPS is filed as consolidated revenue, so the figures cover each group's plants in every country, not Thai output.[25][26][27] The reasons are the companies' own words in the remarks column. The United Daily News reported each month as a record.[30][31]
Supply for Thai board plants, 2026 to 2029
Most of the capacity arriving in Thailand is laminate and prepreg. Of the twelve rows in the capacity table, one makes glass cloth: Fulltech's plant, from the third quarter of 2027.[5]
Several of the new laminate lines are aimed at AI-grade boards. The BOI describes Taiwan Union Technology's Thai project as copper-clad laminate and prepreg designed for AI servers and data centres,[16] and Panasonic Industry is building its Ayutthaya buildings for MEGTRON materials to support the deployment of AI technology.[9][11] Others are aimed more widely. When Ventec announced its Thai plant it presented it as part of a China plus one strategy for high-mix, high-reliability sectors, at a time when some laminators were shifting capacity towards AI infrastructure and IC substrates;[13] at the opening it said the plant would also serve its existing automotive electronics customers.[7] ITEQ's chairman said the Thai plant fully meets out-of-China conditions for applications such as low-earth-orbit satellites.[6] TLM supplies the KCE group.[4]
MPBxChange reads the timing as follows. The dated Thai additions cluster between the end of 2026 and 2028, the same window in which supply-chain sources expect the thin glass-cloth shortage to ease gradually, depending on equipment deliveries, new capacity and product changeovers.[32] The restriction that KCE describes falls on materials for conventional boards. Thai laminate capacity aimed at those boards grows from the end of 2026, while the register lists no plant weaving glass cloth for it in Thailand until Fulltech's plant runs in 2027.
A material made in a new Thai plant reaches a board after customer qualification, which KCE notes for laminate and prepreg under approved vendor lists[2] and Fulltech for its quartz cloth.[5] The steps from a plant's opening to qualified supply are set out in the article on Ventec's Ayutthaya plant. The board plants that use these materials are in the MPBxChange plant register, KCE's under KCE Electronics; the materials pages and the industry overview give the wider picture.
